"By the year 2010 the Port of Constantza,through improved services of its port community, shall have developed into the most efficient port and distribution centre in the Black Sea, thereby having attracted more transit business and thus became a major Eastern Gateway of Europe, generating considerably more income for its port community."

professional, service oriented port management, with favourable regulatory
conditions as well as good quality, modern port infrastructure with efficient
hinterland transport connections, to encourage private companies to settle
and operate in or around the port, to attract national and international
investors
and to achieve in Constantza Port EU standards & quality in services, safety,
working conditions and environment protection, provided for & by the port community. Supported by dynamic, international marketing, this policy shall lead to the port's good reputation and absorb additional customers and traffic, resulting in an increased amount of business, particularly transit cargo, to reap from the thriving port multiple benefits for the Romanian society.

submitted to the Ministry of Public Works, Transports & Housing as
results of the activity performed by the working groups within the "Assistance
for the port of Constantza" project.
